Douglass–Puerto Rico Admissions Act

IN THE HOUSE OF REPRESENTATIVES OF THE UNITED STATES

Mr. CALLAHAN of Washington and Mr. BAUTISTA of Florida, for themselves and others, introduces,

A BILL

To enable the admission of the territory of Puerto Rico and the District of Columbia into the Union as States.

Be it enacted by the Senate and House of Representatives of the United States in the Congress assembled,

SECTION 1. SHORT TITLE

This Act may be cited as the "Douglass–Puerto Rico Admissions Act of 2017."

SEC. 2. ADMISSION OF PUERTO RICO

The Commonwealth of Puerto Rico shall be hereby granted statehood and be admitted into the United States of America as the State of Puerto Rico immediately upon the ratification of a state constitution by no less than three-fifths of all municipalities within its current boundaries.

SEC. 3. ADMISSION OF WASHINGTON, D.C.

The District of Columbia shall be hereby granted statehood and be admitted into the United States of America as the State of Douglass immediately upon the ratification of a state constitution by three-fifths of all delegates within the Council of the District of Columbia.

SEC. 4. ENACTMENT

This Act shall be enacted immediately after its constitutional passage.

Cynics in the GOP see this bill as a way for Democrats to give themselves four free senators and free electoral votes, while Democrats are generally supportive of giving our largest two non-state entities equal representation in Congress.
