Cutler II was born in 1964 outside of Tupelo, Mississippi, into a wealthy farming family with heavy connections to trying to save the original conservative Democrats in their final death throes, his father having served on Tupelo’s city council for years and making an abortive run for the House. In 1982, Cutler attended Sewanee where he studied politics, and after graduating in 1985, he joined the military after attending officer candidate school. After serving a tour, he returned and went to the University of Mississippi’s Law School, finishing early and gaining a degree in law in 1991. After graduating from Law School, Cutler began to involve himself with politics, immersing himself, with his family’s help, as a well-known “Yellow-Dog” Democrat in his and nearby counties. He successfully served as a State’s Prosecutor, gaining a high profile for being tough on crime and being very thorough in his legal proceedings. Additionally he was the owner of the family’s farm, and continues to be so after his father died in 2000. In 2014, Cutler ran to be a Representative for Mississippi’s First District, constructing a campaign largely painting Republicans in the South as unwanted invaders. During his campaign he emphasized agricultural subsidies, his pro-life beliefs, economic development, and historical preservation. He was supported by many members of the Neo-Redeemer faction, refusing the help of Establishment Democratic Leaders, who he believed would have harmed his chances. He has since joined the Neo-Redeemer Faction in Congress, being painted now as one of its most conservative members.
