Should the extremist group 'The White Crusaders' be permitted to hold a rally in Chicago?: Yes Are you concerned about global warming?: Yes, if Congress does nothing we will see even more disasters like last year's wildfires in California. Additional comments (optional): I wouldn't be serving my constituents well to simply endorse a candidate without hearing their platform. It wouldn't be fair on my colleagues either, to not perform that simple due diligence. I am looking forward to hearing from all of them. Freedom of speech must extend to those we disagree with, or else it isn't much of a freedom. While we all abhor violence, we can't go pre-emptively shutting down venues of expression. However, any violence or law-breaking must be deal with by the full force of the law. Global warming is an existential threat to our way of life. We're already seeing its effects on America, not just in the California wildfires, but through many extreme events cost us billions of dollars every time. Action is needed now.     IN THE HOUSE OF REPRESENTATIVES Mr Stephens (with thanks to Mr Flake) introduced the following bill A BILL To prohibit the illegal modification of firearms to approximate the action or rate of fire of a machinegun, and for other purposes. Section 1. Short title This Act may be cited as the Banning Unlawful Machinegun Parts Act of 2018 or the BUMP Act. Section 2. Prohibition (a) In general.— (1) It shall be unlawful for any person to import, sell, manufacture, transfer, receive, or possess, in or affecting interstate or foreign commerce— (A) any device primarily designed so that when attached to a semiautomatic firearm— (i) materially increases the rate of fire of the firearm; (ii) approximates the action or rate of fire of a machinegun; or (iii) eliminates the need for the operator of the firearm to make a separate movement for each individual function of the trigger; or (B) any semiautomatic firearm modified with a device in paragraph (A) (2) any person who lawfully owns or possesses a semiautomatic firearm that was modified as described in paragraph (1)(B) before the date of enactment of this section shall register the semiautomatic firearm in accordance with law not later than 180 days after such enactment. Such registration shall become a part of the National Firearms Registration and Transfer Record. (b) Exceptions.— (1) Subsection (a)(1) does not apply to any lawful transfer or possession of a semiautomatic firearm registered in accordance with subsection (a)(2). (2) Subsection (a) does not apply with respect to the importation for, manufacture for, sale to, transfer to, or possession by or under the authority of, the United States; or any department or agency thereof; or a State, or a department, agency, or political subdivision thereof. Section 3. Definition The term “semiautomatic firearm” means any firearm that— (a) uses a portion of the energy of a firing cartridge to extract the fired cartridge case and chamber the next shell or round; (b) requires a separate function of the trigger to fire each cartridge; and (c) is not a machinegun.

IN THE HOUSE OF REPRESENTATIVES Mr Stephens (with thanks to Mrs Baldwin and Mr Bennett) introduced the following bill A BILL To prevent the circumvention of regulations regarding unfair import trade practices, to improve Congressional oversight of tariffs imposed for national securities reasons, and for other purposes. Section 1. Short title This Act may be cited as the Schedule of Tariffs Oversight and Protection Act of 2019 or the STOP Act. Section 2. Prevention of circumvention of anti-dumping and countervailing duties by non-market economy countries Section 781 of the Tariff Act of 1930 (19 U.S.C. 1677j) is amended— (1) in subsection (c), by adding at the end the following: (2) by inserting after subsection (f) the following: Section 3. Congressional oversight of the imposition of tariffs for reasons of national security Before proclaiming any new or additional duty or quota under the Trade Expansion Act of 1962 (19 U.S.C. 1862) with respect to an article imported into the United States, the President shall— (A) consult with the Committee on Finance of the Senate and the Committee on Ways and Means of the House of Representatives; (B) if the duty or quota affects agricultural products, consult with the committee of the Senate and the committee of the House of Representatives with responsibility for agriculture; (C) consult with the House Advisory Group on Negotiations and the Senate Advisory Group on Negotiations concerning discussions regarding any national security issue identified with respect to any country whose exports would be subject to the duty or quota; (D) transmit to Congress a report by the United States International Trade Commission assessing the probable economic effects of the duty or quota on the economy of the United States; and (E) transmit to Congress a report by the Secretary of Defense, in consultation with the Secretary of State and the Director of National Intelligence, describing how the national security interests of the United States will be advanced by the duty or quota.

Just ask the farmers with rotting soybean crops about the effect of President Trump's trade war with China. The President's tariffs have been imposed under national security legislation. I think the country needs to be able to make sure that there are actual national security concerns at play before we take the sort of actions that can seriously affect the economy. My bill will require the government to consult with Congressional committees before imposing a tariff, and to give Congress the information we need to know about the national security threat it is designed to solve and about the projected affect of any new tariff on the American economy.” “Proper oversight doesn't mean giving up on tackling real unfair import practices though. My bill tightens up loopholes in anti-dumping rules to stop countries simply making tiny alterations to their products so that they can get around our rules. If anti-dumping action has been taken against a product, that should also count for minor variations of the same product, and my bill brings that into force.”

    Mr Speaker, That's an odd argument from the Gentleman from Pennsylvania, that nothing that is currently legal should ever be made illegal. I know that bump stocks are legal, Mr Speaker. If they were not, my Bill would not be necessary. Whilst there is no-one for blame for the shootings in Las Vegas but the gunman himself, bump stocks facilitated the extent of the devastation we saw that evening. The scale of that horrific attack would not and could not have occurred with a conventional handgun, rifle, or shotgun. The National Rifle Association agrees that something needs to be done, saying "Devices designed to allow semi-automatic rifles to function like fully-automatic rifles should be subject to additional regulations." This legislation would end the availability of these devices, and their capacity for slaughter. They are not necessary for sport. They are not necessary for hunting. They are not necessary for the protection of your home. This is not an infringement on Second Amendment rights. This is a simple, straightforward but effective step against gun violence. I yield.
